Benoît Thieulin

With a degree of political sciences from "Sciences Po Paris",  Benoit Thieulin went to Jakarta, Indonesia, to be in charge of the IT at the French Embassy, from 1997 to 2000.

Governemental on line communication

Benoit Thieulin took over at the head of the the mutimedia departement at the prime minister's office in 2000 where he was in charge of coordinating the online governmental communication. He handled the government portal, the online communication campaigns and several projects on webmarketing (stat@gouv, eregie) and freesoftware (Agora CMS).

Referendum campaign watch & European Commission french portal

In 2004 & 2005, during the European Constitutional Treaty campaign, he created a technology watch of the new media which revealed the power of critical networks regarding the weakness of pro-europeans involved in the web campaign.  After the 29 May 2005 referundum, Benoit was appointed by the European Commission, at the head of the European Information Centre in Paris, to try and give an answer to what was called the "European web wreck".

There he was in charge of creating a general portal about European issues : www.touteleurope.fr . This portal aims at creating an information networks on the Web, linking blogs, think tanks, websites all working on european issues. This portal is also the place where innovative public consultations about european stakes take place.

French socialist primary and presidential election in France for Ségolène Royal

Benoit Thieulin has also worked for Ségolène Royal'candidacy and created the website www.desirsdavenir.org during the 2006 socialist primaries. Then he supervised the web campaign of socialist presidential candidate Ségolène Royal in 2007. He set up a team in charge of livening up the campaign website, the Internet watch activity, the "e-activists", the coordination of different blog networks (See segoland's map).

This team was also in charge of organizing huge "participative debats" both off and on line during the campaign : 6 500 debates "in real life"  have been organised in France between april 2006 and february 2007 through the website (agenda, event map, on line local groups) ; 170 000 contributions have been posted on the "on line" debate plateform ; 70 community managers were working on "Désirs d'avenir" in order to summarise and publish the conclusion of the on and offline debates : the hope book, Les Cahiers d'espérance.

Foundation of the Internet Agency, La Netscouade.

In June 2007, Benoit Thieulin and 4 other associates created La Netscouade.

Recently they developped the online participative journal "Mediapart", launched by the former Director of Le Monde, Edwy Plenel. La Netscouade develops and maintains many websites as a mean of public consultation concerning environnemental policy, poverty and the ongoing debate on digital public television. Benoît  is currently launching an European off and on line consultation over the 27 member states in 23 language (European Consortium Consultation for the E.C).
